New Europe College
Ligia Deca is a research fellow at the „New Europe College”, with a focus on internationalization of higher education. She is also the State Adviser for Education and Research within the Romanian Presidential Administration, having coordinated the “Educated Romania” National Project in this capacity. Ligia Deca is also a member of the Board of Directors at Fulbright in Romania (2017-2019).
She is the graduate of a PhD program in Political Sciences and Educational Policies at the University of Luxembourg and the author of several papers and studies in the field of educational policies. Deca has also been a visiting professor at the Central European University, Boston College and the West University of Timisoara. Her professional experience also includes working as an expert for the Council of Europe, European Commission, EQAR, DAAD etc. In 2014 she was a member of the ‘Science in Education’ Expert Group set-up by the European Commission and in 2019 she was chosen as an evaluating expert for the European Universities pilot project.
Ligia Deca was also part of several projects coordinated by the Executive Agency for Financing Higher Education and Research (UEFISCDI) as an expert in public policies in the field of education (2012-2015). She has also been a member of the Scientific Board of the International Conference „Future of Higher Education – Bologna Process Researchers Conference” for all past editions, as well as the Head of the Bologna Process Secretariat (2010-2012). Previously (2008-2010), she was the president of the European Students’ Union, thus representing for two consecutive mandates the interests of 11 million students from 37 states.
